The Tenant Particpation System gives Toronto Community Housing tenants a say on issues that affect their building and community. It sets up a structure for tenants to work with staff to solve problems, set priorities, allocate resources and make things work better at the community level. It also ensures that Toronto Community Housing is accountable to tenants for the quality of services and housing that are provided.

Other tenant organizations such as social clubs, tenant associations and community and advocacy groups also play a role in each community.
