Meet Sean

Sean Baird is a dedicated public service executive with a passion for providing high-quality services to vulnerable populations. He joined Toronto Community Housing on April 2, 2024, taking on the role of President and CEO.

Prior to becoming the President and CEO of TCHC, Sean was the Commissioner of Human Services at the Region of Peel. In this role, he oversaw all social services functions for over 1.5 million residents across Mississauga, Brampton, and Caledon. His portfolio included four key services:

• Peel Housing Corporation, serving over 17,000 households at over 70 sites; 
• Housing support services, providing shelter and subsidy to Peel’s homeless and underhoused population; 
• Income Support Services, overseeing the administration of social assistance to over 11,000 households; 
• and Early Years and Childcare, overseeing the administration of childcare subsidies and the expansion of childcare services as part of the new national childcare strategy. 

Sean had previously held corporate support positions within the Region of Peel where he had worked to enhance the experience of citizens and businesses which interacted with the municipality across all areas of front-line service delivery. His portfolio had included oversight of technology, corporate strategy, customer experience, and the contact center.

Sean is a member of the Board of Directors of the Institute for Citizen-Centred Service, a joint venture between all levels of government in Canada focused on delivering value to the customer and enabling better ways of doing business to keep up with public expectations. 

Prior to the Region of Peel, Sean had held several executive roles at the Workplace Safety and Insurance Board overseeing insurance operations and revenue for over 300,000 employers across Ontario. Sean has also been an Associate Partner at RPO Management Consultants (now part of KPMG) and spent many years in private practice consulting on strategy development and organizational design for the government sector, including work with provincial governments, public agencies, municipalities, and First Nations in Ontario, Alberta, and British Columbia.

Sean holds a Bachelor of Commerce and a Master of Science in Business Administration, both from the University of British Columbia, and has a keen interest in the efficient and effective delivery of government services.
